During the 1960s Germany signed bilateral agreements to recruit labor to help rebuild the country and work in low skill jobs. The original "Gastarbeiter" – or guest worker program insisted that these "migrants" return to their homeland after two years, however many remained in Germany and later brought their families. Until 2000 when legislation changed, children born to these immigrant families were not granted citizenship – rather given the right to reside.
